Proposal 1 - Assignment Example The primary focus of DroneIn will cater for developing more friendly and wholesome drones. Since there is an increasing rate of insecurity, my firm will create drones that cater for the growing market. I am not ignorant of the fact that, there are other established firms, which seems to have a relatively large share in this market. As such, i have established prior mechanisms that will enable me to cater for what the big players have left out. Although there are many player in this sector, there has VectorCal appears to be more established than a vast majority of other firms in this sector. It is a long way ahead, though there are promising results a willing heart. There are a number of weaknesses that I have seen in VectorCal, this create a open gap for exploitation. As mentioned earlier, VectorCal has not fully met the growing needs of a vast majority of consumers, additionally; this firm has a relatively weak forecasting method that have mainly focussed on short term goals success, poses clear threats. Ultimately, DroneIn will seek to be the leading entity in this sector with regards to provision of friendly but yet sophisticated drones that will serve the needs of the ever change consumers. Additionally, my firm will establish long term relationships with the consumers through offering affordable and easily controllable drones (Barnhart, 2012: pg 240-241). Conclusively, my firm will strive to give the consumers a reason to continuously work with us. My target consumers mainly involve governments, private security agencies and individuals. There are prior measures that have been established to cater for the different needs that are evident in the three groups. As for the government, I have ensured that there will be more faster and yet stable drones. Since private agencies have a growing need for drones that are smaller, I have sourced out relevant technologies that will

Types Of Tree Diagrams
Types Of Tree Diagrams Total quality management is the philosophy of management for continuous improvement in term of quality in the process and the products. To implement the total quality management, it have several tool that can be used by the person who want to implement the total quality management. One of the tool is tree diagram. The definition of tree diagram is the graphical or diagram tool that systematically break down, and then mapped in detail in growing, all components or elements of the situation, phenomenon, process, or condition at the stage of succession. It also used when to make the calculations of probabilities and to make the decision. By using tree diagram also, the description of the problem can be seen in more clearly. Tree diagram know as systematic diagram, analytical tree, hierarchy diagram and tree analysis. It called systematic diagram because of the systematically map all the details related to a problem or project. That way it helps to achieve the ultimate goal and every goal related sub-issues under study. This is also called Dendrogram as the word dendro in Greek mean tree. The tree diagram starts with a node or item is divided into two or more branches, then each branch will be divide into two or more. With the branches of the tree it will look like a tree. Thats why its called a tree diagram. It is used to break down the big categories or problem into the smaller categories/problem with a more detailed level. By making a tree diagram, it helps us to think thoughts of a move to a move from general to more specific. Type of tree diagram Tree diagram have several different types. The types are : Cause and effect tree diagram Y to x tree diagram Functional tree diagram Abstraction tree diagram Each of the tree diagram has a core and strength which can be surprisingly challenging to capture when a project team tried to build one or more of them. Diagrams have enough similarities in the required data and building process that the team can tangle them up a little potentially dulling results. The table below outlines each type of tree diagram, providing information which helps differentiate the trees by style and function. Cause-and-Effect Tree Diagram Y-to-x Tree Diagram Functional Tree Diagram Abstraction Tree Diagram Application Uncover root causes that are actionable to change the problematic effect. Identify and classify factors (independent variables) that may drive an important results variable. Identifiy general and specific functionality that operates inconcert in a product or process. The tree structure helps check for completeness and reports the analysis in ways that can hide or expose details appropriate to different audiences. Distill fragments of data to find messages and themes that are not evident in raw data by itself. Tree powerfully and succinctly reports the insights derived by the team constructing it. Starting Point A documented effect A results measure (dependent variable) One or more functions delivered by a product or process Facts that answer a theme question Construction Top Down: Starting with the effect, asking why in a nested and branching pattern to surface fundamental causes. Top Down: Asking the question, What factors may drive changes in the measure at the current node? From Top, Middle or Bottom: Organizing a group of connected functions from the general view to the detailed view. Bottom Up: Understanding and grouping factual answers to a theme question using rules of abstraction. Discovering and reporting themes that may have been evident in raw data. Node Wording Describes factual situations without ambiguity Describes factors (variables) that can change value Uses positive, active verbs to describe the nodes functionality Uses factual report language, free of judgment, emotion or inference Cause-and-Effect Tree Diagrams Cause and effect diagram is easy and effective. But sometimes when we have a lot of causes, when a deeper analysis is required for each source individually, the best way to manage by making as tree diagram. Figure 3: Another Pitfall Branches That Do Not Answer the Why Example of Cause and Effect Tree Diagram Y-to-x Tree Diagram A Y-to-x tree diagram starts with an important decision step (Y) and ask the question, What are the factors drive this Y? Although it is not really different from the question of cause and effect, the thrust and content of this tree diagram wants to be distinctly different. Each node in the tree diagram must describe steps or factors that can take different valuesà ¢Ã¢â ¬Ã¢â¬ ¹Ã ¢Ã¢â ¬Ã¢â¬ ¹. Factors that could describe the steps that is diversified in continuous (such as time and capacity) for category (such as small, medium and large) but they all have to explain the steps. Although the spirit of inquiry is the same in each of these cases, by raising questions about the driving factors, the Y-to-x tree diagram interpreting to different languages à ¢Ã¢â ¬Ã¢â¬ ¹Ã ¢Ã¢â ¬Ã¢â¬ ¹in the node label, and it led to a different types of a lower level outcome or results, with x identified. Each node should define steps that factors which can take different values Figure 5: Section of Y-to-x Flowdown Tree for a Medical Device Example of Y-to-x tree diagram Functional Tree Diagrams It can be used to develop administrative functions. In this tree diagram type, it can be split as follows :- Target circumstances to work in every department Describe the purpose of the work. This will bring on the findings a new approach for work, facilitating the improvement and ultimately achieve departmental objectives. This will help to improve administrative structure of itself. Functional tree diagram also used as an engineering method dates back, with verbs are always be used to accurately describe the function. More recently, object-oriented mindset has developed use cases that extend the use of (still focused on verb) to the software and business systems. Example of Functional Tree Diagram A functional tree diagram it is easier to read and study if every node label focusing on the positive, active verb (such as measured, gathering or read). If a team slipped into the label describing the steps or where or how the function occurs, leaders need to pull the team back to the easier verb discipline. Abstraction Tree Diagrams (KJ or Affinity) A KJ (language of processing tool named after its creator, namely Jiro Kawakita) or properly performed affinity diagram to organize the facts in a hierarchy like a tree. Unique among other trees tools that are considered here because they are built from the bottom to the top, abstraction rules apply KJ discover and articulate key messages on the tree diagram. Some of the concepts or themes that may distill meaning is not immediately obvious when looking at the facts much lower. Figure 8: Section of KJ Diagram (Abstraction Tree) Example Abstraction Tree Diagram . When to Use a Tree Diagram When assigned tasks instead of tasks we always do and requires a thorough understanding of or attention and careful planning before we do. When problems or things to be resolved is in a large scope and we need to solve in detail and in-depth such as in producing a new product or concept to achieve the aims and objectives. When developing the solution or an action to conduct other plans. When reviewing and related analysis process in-depth and detail. When want to find the causes and the solution to a problem or error. When assessing or examining issues related to the Implementation of some or all of which maybe can be the solution to the problem. After the affinity diagram or relationship diagram has been successful in identifying significant issues or cause problems. As a tool to be used during the presentation in detail and depth to others. Tree Diagram Procedure Make or create goals, vision or planning projects or whatever is being studied or research. List and write at the top of the list and write (for vertical tree diagram) or far off of the work surface (for horizontal tree diagram). Ask a question that will lead you to the next level of detail. For example: For a goal, action plan or work breakdown structure: What tasks must be done to accomplish this? or How can this be accomplished? For root-cause analysis: What causes this? or Why does this happen? For gozinto chart: What are the components? (Gozinto literally comes from the phrase What goes into it? Brainstorm all possible answers. If an affinity diagram or relationship diagram has been done previously, ideas may be taken from there. Write each idea in a line below (for a vertical tree) or to the right of (for a horizontal tree) the first statement. Show links between the tiers with arrows. Do a necessary and sufficient check. Are all the items at this level necessary for the one on the level above? If all the items at this level were present or accomplished, would they be sufficient for the one on the level above? Each of the new idea statements now becomes the subject: a goal, objective or problem statement. For each one, ask the question again to uncover the next level of detail. Create another tier of statements and show the relationships to the previous tier of ideas with arrows. Do a necessary and sufficient check for each set of items. Continue to turn each new idea into a subject statement and ask the question. Do not stop until you reach fundamental elements: specific actions that can be carried out, components that are not divisible, root causes. Do a necessary and sufficient check of the entire diagram. Are all the items necessary for the objective? If all the items were present or accomplished, would they be sufficient for the objective? Tree Diagram Example The Pearl River, NY School District, a 2001 recipient of the Malcolm Baldrige National Quality Award, uses a tree diagram to communicate how district-wide goals are translated into sub-goals and individual projects. They call this connected approach The Golden Thread. The district has three fundamental goals. The first, to improve academic performance, is partly shown in the figure below. District leaders have identified two strategic objectives that, when accomplished, will lead to improved academic performance: academic achievement and college admissions. Tree Diagram Example Tree Diagram Example Lag indicators are long-term and results-oriented. The lag indicator for academic achievement is Regents diploma rate: the percent of students receiving a state diploma by passing eight Regents exams. Lead indicators are short-term and process-oriented. Starting in 2000, the lead indicator for the Regents diploma rate was performance on new fourth and eighth grade state tests. Finally, annual projects are defined, based on cause-and-effect analysis, that will improve performance. In 2000-2001, four projects were accomplished to improve academic achievement. Thus this tree diagram is an interlocking series of goals and indicators, tracing the causes of systemwide academic performance first through high school diploma rates, then through lower grade performance, and back to specific improvement projects. Excerpted from Nancy R. Tagues The Quality Toolbox, Second Edition, ASQ Quality Press, 2004, pages 501-504. A tree diagram is an illustration which generally displays all possible outcomes from one root event or how all of its components are related to one another. When thinking in terms of genealogy, a tree diagram would ideally start with one couple, then branch to their children, then on to their grandchildren and so on. In terms of science or mathematics, these diagrams show all possible results which may stem from one compound or event. Even in subjects like history or English, a tree diagram may be used to show how events or ideas connect to one another. Using a tree diagram in subjects like history may display events and related outcomes in a way in which students understand and remember easier. It is said that 60 percent of the population are visual learners, so diagrams such as these may not only help the individual students, but also aid in overall classroom performance. Other subjects like science and math may use this type of diagram for much the same reason, but diagrams in these subjects tend to show possibilities as well as relationships. The tree diagram may be used in many industries as well. Companies might create a decision diagram to explore the likely benefits and disadvantages of financial ventures before taking any risk. They can outline future paths to reach certain goals easily as well. Medical professionals sometimes create a tree diagram to explain a certain groups risk of disease based on lifestyles, genetics, and other factors. Genetic engineers can even use these diagrams to predict the outcomes of different couplings within the plant, animal, and even human kingdoms. There are even software programs available which create tree diagrams for different purposes. The user may put in a stem occurrence and the number of results he or she wants the program to return. Then the program can quickly analyze the potentialities and build a tree diagram from them. Some programs can even calculate and display the likelihood of each result, such as whether its more likely a couple will have a blue-eyed child or a brown-eyed one. A tree diagram shows how the elements in it are related or how one action or event might end. They are considered a safe way to assess risk and may even be used as a teaching tool. They are most effective when used as a general guideline, as they generally cannot allow for unforeseen variables.

Research Gaming as an Occupation Essay
This research paper attempts to focus on the topic ââ¬Å"gaming as an occupationâ⬠. Specifically the paper focuses on the Formula 1, race car driving. Formula 1 is a sport that has millions of fans in all the corners of the globe and in my view a research paper on race car driving as an occupation would be interesting as well as enlightening. The objective of the research paper is to provide information on Formula 1 as an occupation. The paper focuses on the history of Formula one. How it started, when it started etc are the main objectives addressed in the history part. The paper will describe the salaries of different drivers as Formula 1 is one of the highest paid sports in the world. It will highlight the salaries earned by drivers in the business. It will focus upon the requirements of the sport, from age to physical fitness, from legal requirements to company requirements. Furthermore the paper will discuss the different stages a driver has to pass through, before he is qualified to become a Formula 1 driver. These stages include early training to a professional driver and the rigorous mental and physical training. Experiences of different drivers also narrate a different story about the world of Formula 1 racing and that is why such experiences will be used in the paper to provide insights. The paper also discusses the sport as a business. With time F1 has grown in to an industry earning huge sums of money in just one season for everyone, be it the constructors, the media or the sponsors. The paper then ends with a conclusion summarizing what formula one offers and requires as an occupation. INTRODUCTION AND THESIS: Formula 1 racing which is also known as F1 to many is the top class motor car racing certified by the Federation of International Automobiles. The word formula refers to specific rules that every team has to comply with. It dates back to European motor racing of 1920ââ¬â¢s and 1930ââ¬â¢s. The first formula one race was held in England at Silverstone in 1950 after the world war and a championship for constructors (those who provide the cars) first took in 1958. Today formula one has become a legend in the world of motorsports. The season consists of a series of races held at different places in the world and the championship is known as Grand Prix. It is held on proper circuits or city roads such as Monaco or Singapore. At the end of the season, two championships are awarded; one for the best driver and one for the constructor. Europe is like the headquarters of formula one. Most of the races take place in Europe and all the teams are Europe based as well. However in the recent years the scope of the sport has expanded and nowadays drivers from all around the world try to qualify as a formula one racer. To get the license of a formula one racer, a driver has to pass many tests and rigorous physical and mental training. The speed of a formula one car is approximately 360 km/hr which explains why stamina and strength and mental concentration are very important for these drivers. This is also one reason formula one racers are amongst the highest paid employees in the world and have a very large fan following. Based on the introduction my thesis statement would be: ââ¬Å"As an occupation, formula one has to offer high wages, fan following, glamour and in return requires a great lot of physical and mental endurance in compliance with the requirements of the federation of International Racing. â⬠HISTORY: Formula one is one of the biggest racing and television events of the world. As a sport it is as famous as football or cricket. The history goes down to 1950ââ¬â¢s from where it all started. Europe was the base for motorsport racing and the era of 1920 and 30ââ¬â¢s gave rise to motor racing as a professional sport. Thus motor racing got divided into many divisions based on engine specifications, constructors, car types etc. one of these was formula one. ââ¬ËThe first formula one race was held at Silverstone, England in 1950 and a constructorââ¬â¢s champion ship was followed by in 1958. ââ¬â¢ (Bruce Jones, 15) The Formula in the name is a set of rules which all participants must comply to. This was a new formula which was introduced after World War II in motor racing. With the passage of time, the Formula saw many changes. Now it has totally modified into anew form because of the advanced auto mobile technology, the high speed engines and different track scenarios. HOW TO BECOME A FORMULA ONE DRIVER: To become a formula one racer, the drivers start from basic carting. As seen those who start at early ages, have been the most successful drivers in the history of formula one. The current champion Hamilton started carting at the age of 9. Carting is a basic cart with steering capabilities, acceleration and braking. This helps improve the driverââ¬â¢s skills in the art of steering, speed and brakes in closed circuits. After the driver is considered to be a qualified carter, he tries his luck in domestic championships or traditional European championships such as Formula 3 or Formula Ford. These races are the same as formula 1, but have lower car specifications and the circuits are closed and round usually. The top racers in these championships move to GP2. The Gp2 series started in 2005 though but the top three champions of GP2 since 2005 have been moving to formula one. Before GP2, formula two and formula 3000 were the criteria for qualifying as a formula one driver. Though mostly British F3 series is one of the best place where constructors look for formula one drivers. Also to be noted is that there are drivers who have made straight to formula one such as Michael Schumacher who came from simple Motor Racing. Thus qualifications are not a compulsion but obviously they do have an impact on the selection. THE PAYSCALE: As all other sports around the world, formula one is also a contract based sports. The drivers are hired on contract for a single season or for as many seasons as the constructors and the driver agree to. The earning there fore are on an annual basis. Last yearââ¬â¢s champion Hamilton earned a one million pounds and is now on a five year contract with the constructor McLaren-Mercedese which is estimated to be worth approximately 70 million pounds and bonuses and endorsements are not included in this. Michael Schumacher according to the website Askmen. com earned a U. S. $67 million only from endorsements. From the tracks, his contracted pay was around U. S. $32 million only which is almost half of what he got from endorsements only. One cannot make an estimate on the industry average as the rates vary depending on the constructor that has hired the driver. Also usually the salaries are not announced that openly so whatever data is available is through what people or media find out form sources. Though based on estimation all the drivers on contract earn above a $5 million approximately as per the driving earnings listed on the website; ââ¬ËThe F1 FAQ, 2008ââ¬â¢. (Marcel, 01) REQUIREMENTS FOR BECOMING A FORMULA 1 DRIVER: Age: As far as age is concerned, a formula one driver can even be fifteen years old. As obvious, the requirement of the sport is not age, it is skills in driving and how you show them on the track. According to an article by the BMW Sauber Team, the famous driver Nick Hiedfeld says that these days anyone can enter the formula one BMW team at the age of fifteen. As these young amateurs enter the Karting stage early, it is obvious that they will hit the Formula one track early as well. (BMW, 01). The retirement age is not very explicitly specified but generally drivers retire around 30 because they themselves realize that now onwards racing would not be tough, it would be hard. Physical Fitness: Physical fitness is something that a team never compromises when selecting a formula one driver. As the car moves on a speed of 360 km/hr, there is great force acting on the body of the driver. This force is termed as the ââ¬Å"G force. â⬠This G force exerts a lot of pressure on the body of the driver and requires endurance. Similarly the lighter the weight of the driver, the faster the speed of the car as in formula one everything matters, from the fuel weight to driverââ¬â¢s weight. The suit is also of leather to provide maximum protection and on a sunny day conditions sometimes become miserable for the drivers. Thus becoming a formula one driver requires extraordinary physical strength. Mental Concentration: Mental attentiveness comes along with physical vigor in order to become a formula one driver. A short lack of concentration and focus can cost the constructors their car and the driver his career. Accidents on such a high speed are fatal. Apart from accidents there are split seconds decisions required such as when to speed up and when to hit the brakes at the right time or to overtake at the moment or not etc. All these choices require focus and sharpness. FORUMS: There are different forums for the fans to discus latest news regarding the world of formula one. Most popularly used forums include the forum on the homepage of Formula one and the forum on the webpage of Planet F-1. These forums also provide the fans to discuss driver ratings and performances and their views about the championships or a particular ace etc. These forums are reviewed by teams at times and important decisions related to fans are sometime taken with the help of discussions on the forums. FORMULA 1 AS A BUSINESS: The formula one racing has evolved into a business, an industry. The tickets are allotted on basis of stands owned by the constructors. The tickets sold earn a great amount of sum for the constructors. Ferrari stands for example are estimated to earn around U. S. $300 million approximately for the entire season (Financial Times, n/a). Though this is the one of the highest earned sums in the industry it still shows how much money is generated in this business. The constructors then also earn from media partners and sponsors. CONCLUSION: To conclude, one can confidently say that formula one is no doubt one of the sports that people would definitely prefer as an occupation. The sport has everything to offer which one requires from his or her occupation. Money, fame, world tours and a star studded life are the benefits of becoming a professional formula one driver. The sport though requires a great deal of physical and mental effort but then again fame and fortune do not come easy. It has already surpasses the stage of racing, it has become a business and an industry worth billions of dollars. Works Cited Bruce and Damon Hill. Emotions Paper Essay
Emotions are personal experiences that are hard wired into every single human being on the planet. Yet, somehow people seem to have little control over them. After studying all the different kinds of emotions people can feel, I did a three day inventory of the emotions I experienced. In this paper, I will discuss how hard or easy it is to identify emotions and the methods I used to identify my emotions. I will analyze the types of emotions I felt and whether they were primary or secondary. Were they the typical emotions I experience every day? Do I give in to any emotional fallacies? How freely I express my emotions and what I have learned from doing this exercise. During the three day inventory, I sometimes had a hard time identifying the emotion I was feeling. I often had to refer back to the list of different emotions. While I looked at the list of emotions, I tried to think about what I was feeling physiologically during that time. I examined my actions nonverbally and then cognitively I put a label on the emotion. For example, on the first day of my inventory I got woken up before eight in the morning by uncertain noises coming from my bathroom. When I opened the door to the bathroom, I found both of my kids laughing and splashing in the toilet using a toilet brush. The first emotion I realized I felt at the time was annoyance that somebody woke me up so early. I recognized that due to cognitive interpretation. The second emotion I felt after opening the door to the bathroom was anger at my kids for playing in my bathroom even though they know better. I cognitively new it was anger because nonverbally I raised my voice, physiologically my heart rate and breathing increased, and after I punished them I realized my hands were shaking. All of those signs led me to believe that I was annoyed and angr y. Within three days I experienced eleven different emotions. Five of those emotions were primary and six of the emotions were secondary. Determination, one of the secondary emotions I experienced was facilitative, because being determined made me want to try harder to finish the task I was doing. For example, when I was trying to do homework with my kids I was determined to get it done, so I kept going until it was completed. Fear and anger were two emotions I experienced that are debilitative because I had a hard time controlling my rational behavior. For example, I experienced fear because a huge dog was loose at the park. For a minute I just froze and stared at it,à not doing anything until my son saw it and started screaming. That got me to start thinking again and we left the park. The emotion of fear became debilitative for me because the dog was loose with no owner. If the dog was loose but had somebody with him my emotion of fear wouldnââ¬â¢t have been as intense. To my surprise the emotions I experienced in the three days were mostly intense. Out of the eleven emotions I experienced, only three were mild. For example, on day one I felt happy about taking the kids to grandpaââ¬â¢s house, but I wasnââ¬â¢t so excited that I was jumping up and down. It was a mild happiness. An example of my intense emotion is when I got angry. On day one in the evening of day one my kids would not listen when told multiple times to pick up their toys. It got to the point that I raised my voice at them and my hands started shaking. Then I had to call my husband to intervene because I needed time to calm down. The emotions I experienced during the inventory were mostly typical. However, there were a couple of emotions that I donââ¬â¢t experience often. One of the emotions I donââ¬â¢t usually experience is being exhausted. Typically, I donââ¬â¢t feel exhausted, especially in the afternoon. After examining why I felt that way I realized itââ¬â¢s because I was starting to get sick. The next day, I felt another emotion I typically donââ¬â¢t feel or experience often. I was trying to do homework and I felt miserable because I was nauseas and I had a fever. Typically, when I do homework I feel motivated or excited that I am almost done. That same day in the evening I felt helpless which is also out of the ordinary for me. I felt that way because I had a ton of stuff I needed to do and I couldnââ¬â¢t do any of it. My typical emotions during the day are happy, irritated, annoyed, proud, loved, determined, scared, and excited. Studying the subject of emotions and doing this inventory made me realize I have some fallacies I tend to fall into almost every day. The first fallacy that applies to me is ââ¬Å"fallacy of approval.â⬠For example, when I go somewhere with my kids or husband and I have to choose what I am going to wear. I realized that a lot of the time it takes me up to an hour to decide because I want people to approve of what I am wearing. The other fallacy that applies to me is ââ¬Å"fallacy of causation.â⬠For example, when my kids are playing the noise they make sometimes irritates me, because I want it to be quiet in the house. So, I say to them ââ¬Å"you guys are irritating me,â⬠insteadà of taking responsibility and saying ââ¬Å"I am getting irritated with the loud noise.â⬠In my opinion I donââ¬â¢t express my emotions freely. No one has ever told me that I am easy to read or that my emotions show on my face. When in public I only show emotions that are appropriate. If I am angry at the person or upset with someone I tend to hide my emotion until I feel comfortable telling them. Most freely I express my emotions at home, because thatââ¬â¢s where I feel most comfortable. The least freely where I express my emotions are out in public, because of the fallacy of approval. It matters what people think of me. Doing this exercise has taught me that there are different kinds of emotions. Primary emotions are emotions that are hard wired into human beings, and secondary emotions make up primary emotions. I learned how to analyze what emotion I am feeling. I donââ¬â¢t think I have ever done that consciously before. It made me really think about my reactions, whatââ¬â¢s happening in my body, and how I am feeling. I learned the valence of emotion. One emotion that you would usually think is negative can be both positive and negative. Also, I learned the word fallacy and how it relates to emotions. Last, I learned the difference between emotion and mood which I before I thought was the same thing.

The US government response to steel industry and union efforts to win protection from imports Essays
The US government response to steel industry and union efforts to win protection from imports Essays The US government response to steel industry and union efforts to win protection from imports Essay The US government response to steel industry and union efforts to win protection from imports Essay This case was the response of the US government to the domestic Steel Industry which had been facing downturns as a result of the falling profits, reduced prices, several bankruptcies and several thousands of jobs losses which has been affecting the industry since the year 1998, even though before 1998 also the condition of the US steel industry had started to decline. This state of the industry has been affecting the US governments headed by Bill Clinton as well as the Bush administration when it came into the White House in 2001. Such a trend in the domestic steel industry has been the result of the foreign imports which had been unfairly priced. In order to make the industry back to its normal position of profit-making, the representatives of the steel industry put forward before the Clinton à administration for Section 201 action, which is a trade ruling, which if proved to be successful would permit the President to bring about a steel quota or other me thods of far-reaching relief for the industry. However various critics of such relief measures stated that such measures would lead to misplacement as well as unjustified relief. Various analysts of the steel industry stated that such a situation of the US steel firms were because of the increased supply capacity present throughout the world and in US and also because various economists and consumers of steel had pointed out that cheap foreign steel was in fact good for US and the provision of quotas would affect trade retaliation. There was opinions as of the nature that if steel quotas was imposed by the US government it would tend to affect the export of steel from other countries which were actually depending on steel exports for the progress of their economy and would only be advantageous to the steel industry affecting the broader US economy. The foreign steel makers were of the view that the situation of the US steel industry was as a result of increased competition among the domestic firms and also because of an absence of consolidation. As the Clinton administration left without bringing about the case for Section 201 and the Bush administration was pressurized to bring about a comprehensive 201 trade investigation, the decisions of the Bush administration was expected to have wide-ranging effects for the steel industry of the country, for the entire US economy and for the countryââ¬â¢s link with other foreign partners. When Bush administration came into power in 2001, even though the Steel Workers Union and Congressional Steel Caucus did not attempt to establish relationship with the President, they made all efforts in order to bring about protection for the industry. However it was expected that there would be attempts at promoting policies for free trade and that Bush would not allow for section 201 for protection of the steel industry. By March 2001, a broad-based coalition of steel associations emphasized for a comprehensive relief package for the declining steel industry and started to request the administration to bring about the case for section 201 or to find other measures which were compatible with the WTO regulations to tighten the imports into the country. There was a great demand for implementing section 201 as other measures of dumping cases was not proving to be effective. Even though it was expected that Bush administration would not implement the case for section 201, on 5 June, 2001, President Bush to the surprise of all and go by going against the free trade principles of the Republican Party, announced that his administration would bring out a case of section 201 for 33 kinds of steel imports. However this attempt of bringing about a case of section 201 was being criticized as being yielding into the pressure of the unions and industry. There was also criticism that such a move for section 201 would affect US consumers as well as steel consuming industries by putting a restriction on importing steel. à Critics argued that subsidies and protection would not create facilities for competitive industries. There was criticism that Bush was implementing the policy so as to garner support before the November mid-term elections and positioning Bush for the 2004 presidential elections. Such a move for section 201 also created dissatisfaction with the for eign trading partners, especially, EU. However Bush administration knew very well that the case for section 201 would ultimately violate the provisions of WTO law. And as a result the WTO dispute panel in May 2003 ruled that the safeguards being put forward by the US in all of the 10 types of steel imports were considered to be illegal. Later this ruling was also upheld by the appellate body of the WTO and this created appeals from foreign trade experts, members of the Congress, steel makers as well as steel union representatives. But Bush administration stood silent on the issue. However when the EU started its moves of retaliation, Bush administration was forced to terminate section 201, after a 20-month long period of tariffs against steel import. Such a move was considered to have brought an end to efforts of consolidation of the steel industry by the steel unions and on the other hand was the decision was upheld by the critics of section 201 that it would pave a way for free-trade efforts to promote the steel industry to be competitive. This case study shows the attempts at protecting the steel industry by the US government with measures at curtailing steel imports such as dumping which when proved ineffective being altered with the measure of section 201 so as to promote the domestic steel industry. These measures had to be adopted as the steel industry was badly hit by declining prices, falling profits and increased imports, and the Government had to intervene in order to protect and promote the domestic steel industry.
